The Yellow Ribbon Program (38 U.S.C. § 3317) is a provision of the Post-9/11 GI Bill that helps cover tuition costs that exceed the annual VA cap. Here's how it works:

1. VA pays up to $30,908.34/year (2025-2026 school year) for private and foreign schools
2. Your school waives or contributes additional funds toward the gap — usually as a tuition waiver, grant, or scholarship — up to the amount in its Yellow Ribbon agreement
3. VA matches the school's contribution dollar-for-dollar and pays its share directly to the school
4. Result: Veterans often pay $0 tuition out-of-pocket even at expensive private schools

For example, with $60,000 tuition the gap above the 2025-2026 cap is about $30,079. If your school's agreement covers at least half of that (about $15,040), the VA match covers the other half and your tuition out-of-pocket is $0.

You must qualify for the Post-9/11 GI Bill at the 100% benefit level. You can reach that level through any of these:

• 36+ months of qualifying active-duty service (continuous or with breaks), with an honorable discharge
• Purple Heart received on or after September 11, 2001, with any length of service (eligible for Yellow Ribbon since August 1, 2018)
• Discharge for a service-connected disability after at least 30 continuous days of service on or after September 11, 2001
• Fry Scholarship recipients (eligible for Yellow Ribbon since August 1, 2018)

Since August 1, 2022, active-duty service members at the 100% benefit level — and spouses using transferred benefits while the sponsor serves — can also use Yellow Ribbon (Colmery Act, Pub. L. 115-48, § 104). Dependent children using transferred benefits were already eligible.

Not eligible: anyone below the 100% Post-9/11 benefit level (for example, at the 60–90% tiers).
