CHAMPVA vs TRICARE — Which Program Covers Your Family?

You can't have both. If the sponsor in your family is TRICARE-eligible — a military retiree or active duty member — the family uses TRICARE, even if the sponsor is also rated 100% permanent & total by VA. CHAMPVA covers the spouse and children of a P&T-rated veteran (or a veteran who died of a service-connected condition or in the line of duty) only when the family is not TRICARE-eligible. Answer two questions below to see which side of that line your family lands on.

CHAMPVA is run by the VA; TRICARE is run by the Department of Defense. They cover different families, use different provider rules, and have different age-out and Medicare rules — and confusing the two is one of the most common reasons family health-coverage applications get denied.

Important: This checker covers the common eligibility paths. Final eligibility is determined by VA (CHAMPVA) or the Defense Enrollment Eligibility Reporting System (TRICARE/DEERS). Unusual situations — former spouses, helpless-child determinations, gray-area reserve retirees — should be confirmed directly with CHAMPVA or TRICARE.

“Retiree” means a 20-year (active or reserve) or medical retirement with a retiree ID card — not just any veteran who served.

The #1 Mix-Up: 100% P&T and Military Retiree

The most common CHAMPVA confusion looks like this: a 20-year retiree is later rated 100% permanent & total by VA, reads that “CHAMPVA covers families of P&T veterans,” and applies for the family. The application is denied — correctly.
